Want him to be a FWB, is he disinterested?

So essentially, I would like a friends with benefits situation through tinder. Obviously, if I hook up with someone and it’s bad, I won’t want to pursue anything, but if it’s good, why not keep hooking up? So, I invited one guy over to my college dorm that I had really great, safe, consensual sex with (or at least from my perspective). And afterwards he wanted to watch a movie, and was really apologetic when he realized that he had to leave because he had work early the next morning. The next day I message him and he seems engaged in the conversation and is asked me a few questions about my classes, and then he stops responding until the end of the day (at like 1am). I message him back, asking if he wants to hook up again over the weekend and he says he’s too busy with work (but didn’t try to reschedule). Was the sex not as good as I thought or is he sending mixed signals?
