This is going to sound weird, but you didn’t mention it so I figured it might be worth asking: Have you been diagnosed with or suspect you might have ADHD? One of the big challenges for people with ADHD is starting complex tasks, and it often gets classified as laziness but it’s not. Given how you described that I figured it might be worth asking.
