Communication is key, right?

I am currently dating someone who doesn’t seem to think that communication is important while getting to know each other and while dating in general. I believe that when you meet someone, you should be in the same page as to what you expect moving forward. (An eventual relationship, friends with benefits, etc) For me the only way to do that is to be upfront, which I was initially when I met him. I explained that I wanted to go on dates and see where things go and eventually be in a relationship with time. We have been dating for a little over a month now and I feel like a broken record. I have explained to him about three times how important it is for him to communicate with me when it comes to making plans or providing follow up information regarding a question or statement I may have asked. For example, during the week we met, i discussed with him possibly going to a wine festival that would have been a few weeks later. I explained the cost, the dates, etc of the event and he agreed he would pay for the tickets and go with me. When it came to about two weeks before the event, I reminded him again and he failed to mention that the event it during his birthday and he acted like it wasn’t a big deal because he doesn’t celebrate his birthday all the time. He still had no idea what event I was speaking of despite me explaining it and showing him the website. As the event comes closer, there is no communication regarding what his plans would be for the weekend (birthday) or if he would consider joining me (the event is two days, you can pick a day). I confront him about this and again doesn’t get it. He acted like the conversation never happened. Is this normal?!?
