[Update] Me(M19) getting a relationship off the ground with my girlfriend (W19)

[Update]

So we talked, in person, about our relationship and some of the problems mentioned down below and we got it all cleared up and we both said that we want this relationship. We agreed to dinner Monday night (5/13), but she texted saying that she now just wants to relax and stay home after her last final today. I was understanding and I asked what other days worked for her for dinner, but she has not gotten back to me since this morning. I don't want to be pushy about it and ask again, but what should I do? Should I text her again for what day works, or is there something else that I am missing? She said that she wants this to work, and I do too. My mind is going at 1000mph rn.

[OG]

So, I (M19) just got back from college on Wednesday and I have been trying to just get a chance to hang out with my girlfriend (W19), I haven't even seen her yet. So I have texted her asking if she wanted help packing up her dorm or for someone to just be there for her after her last final. But she just responded saying thanks, my mom is coming to help. This was kinda frustrating because I just want to see her, and hang out since I haven't seen her in over a month. I've even asked when she was able to hang out, but she did not respond. One thing that she did tell me when we started this relationship, only a month and a half ago, that her priorities are: Work, School, and then Relationships. So what can I say/do that tells her the importance of us hanging out and that I really want this relationship to get off the ground?

If it helps, we both work together, but she has more responsibilities than me.
