How do you make best friends?

All my life, I've(20F) never had a female best friend. I mean I thought I did, but she was my best friend-let's call her Y(20F), I wasn't hers. I realised this after we moved away for college. I am in my 2nd year of undergrad studies, and I still don't have a female best friend. It's not like all my friends are boys, but the people I do hang out with, tend to be boys. I got close to one of the better female friends of mine but then she kept rubbing it in my face that she is already best friends with somebody else, and I do not want to make the mistake of conferring someone with the best friend title, unless they do, because that road leads to heartbreak. It wasn't bothering me, but recently, my former high school best friend, Y, told me she is coming down to the state I am living in to meet this other girl, who was also a friend. But when I had asked her a year ago, to come visit me, she'd been ambivalent and then obviously, she didn't come. I want someone who'd do something like that for me. When it was her 15th birthday, I'd arranged a house party and wrote a song with Easter eggs in it, for her (Y) . I did not expect Y to reciprocate, but if she can come down for some other friend, and not me, clearly she isn't my best friend ( I had realised this long ago). I am tired of making the first move. I have had 4 boyfriends, who automatically became my best friends, and all my other friends have been boys. I want that female companionship. Moreover, I want a best friend. Why does nobody want to be "best friends" with me? And yes, best friend is not a group of people, just one. That is what I believe. Any help would be nice.

TL:DR I want a girl best friend and I suck at it. What do I do? I want something like a watered down version of Leslie Knope-Ann Perkins.
