Is first insertion always painful?

Is it normal for it to hurt the first time you insert something (toy, dick, whatever) into your vagina? I (24F) am a virgin but recently invested in a sex toy to play with, with the goal that I could use it to penetrate myself when I masturbate. The toy is a vibrating penis, maybe 2 inches thick and eight inches long, which I'm told is about the size of an average dick (inasmuch as you can measure the average of that sort of thing).It feels wonderful when I touch my clit with it and of course I use lots of lube, but I can only get it about halfway inside me before it starts to hurt. This is a fairly shallow depth, so of course I can't really come from it. I've tried multiple times (thinking I would be able to go further each time) but the result is the same every time.
