I keep getting sent off, but getting mixed signals! Help, guys

Hey! So I have a bit to a dilemma. There was this guy, I met online. I was surprised when I saw he matched with me: super handsome, educated & well, super handsome! We started chatting for a bit and after a few days, he asked for my snap. We talked for a few weeks but I was incredibly busy, so we pushed off on making plans for about a month. The next month came around (April) & we made plans. Unfortunately, due to work, I missed it entirely. Of course, I apologized and offered to make the reservations and everything as a do-over and then, I did! I made the reservations a week in advance and... he never showed. I didn’t text him & just went home. The next afternoon, he texts me apologizing saying he got arrested for speeding (going over 100) and I let it go. I mean, I assumed that was out of his power. The next week he wanted to make plans and go to this park near his house. The whole day we were texted and he was giving me very vague directions and times and he’s new to my state and i’m telling him the streets and parks he’s naming don’t even exist. Then he picks a small park we both know & decide to meet there around 5pm. I get there a little early and tell him what i’m wearing, since we’ve never met, I wanted to be sure he’d be able to recognize me. He never once confirmed what he was wearing or what car he was driving or which part of the park we should meet at, so that was adding to the confusion. Fast forward an hour, he tells me, he’s no longer waiting since he’s been waiting an hour at XYZ swing... The whole time i’m sitting on it and the other is occupied by a small child. I send him a pic to show him there’s not even a single male near the swings. He sees it and doesn’t reply till the next day. The next day, he apologizes for the day before and offers to reschedule and picks a restaurant for us to go to. I reluctantly agreed. That was supposed to be today. I get to the restaurant a little late myself and see he’s nowhere to be found. I text him and he texts an entire hour later, telling me he completely forget and he’s in a town 30 minutes away. What’s irritating me was, we were texting the past 2 days and I reminded him that we were supposed to meet today and he never confirmed the day of. Now he’s saying, “I understand if you want to cut me off, i’m really sorry blah blah” I get that he had a busy lifestyle but I called off work today to help accommodate that. I don’t feel like ever making plans with him because of this. I am having trouble figuring out if he’s a)a catfish, hiding his identity (he’s sent me pics of snap but I feel like those could easily be faked) & a name search shows nothing at all. b)he’s sending me off because he’s not interested. c)whatever the hell else could be going on. The few friends i’ve asked are telling me there are so many red flags and he’s just stringing me along, but I don’t know how to feel.
