i (f22) think i love my best friend?

I (a 22 y/o bisexual female) have had a crush on my best friend (a 21 y/o bisexual female) for about a year. She’d been dating a guy for about a 9 months, so I decide to get over it, w/e. I had been talking to this other girl for about a month, when my best friend told me she broke up with her bf. since then, she’s been super cuddly with me, talking to me a lot more, leaning her head on my shoulder, etc. my crush is getting so much bigger, but i’ve also still been talking to the other girl, who i think is cool. my best friend is also changing colleges this semester, so i won’t be seeing her often. should i tell her how i feel? or should i let it go and try to pursue the other girl i’m talking to?

TL;DR: im in love with my friend, she’s moving, im talking to someone else. what to do?

I’ve always been extremely private and introverted. My (23M) girlfriend (25F) relationship is confusing to me. I might be the problem, or maybe we are just incompatible.

I met my girlfriend after a few serious breakups that led me to change both intentionally and unintentionally over a few years. For better and for worse. She had just gotten out of an engagement with a verbally and physically abusive man who had a cocaine problem. We have been together about 8 months now.
