Can you make any relationship work?

Obviously you shouldn't be in a relationship with someone who is physically or emotionally harming you, but other than that is it all up to your effort and circumstances?

I was listening to a podcast episode called "Emotional Baggage" by The Irish Mummy Podcast and the wife said she made marriage goals and then realized a lot of the problems were within her control to change. Then, things got better because she led by example. I'm not married, but I think this could relate to dating as well. It got me thinking that maybe any relationship can work if both people are consistently focused on giving it their all and making things better. Thoughts?
