I (25M) want to give her (19) a call tonight.

There is this girl I know from classes, after some complicated and awkard interactions between the two of us (without going into much detail), we never got a chance to talk and have a conversation. It is hard to know if she is into me or not, I guess she was expecting me to make a strong move on her? I never understood what she expected or wanted me to do besides being more confused. Yes, we both know who we are, we are around the same group of people, and we both have each others numbers. Semester is over so making a move on her in person is not an option. I want to call her, talk and flirt with her and eventually ask her out. If she does not ánswer, then I´ll just leave her a message: ´´Hey I gave you a call because I wanted to talk with you´´. If she does not respond, I´ll just leve it at that. Does this sound good? Anything else I could do better?
