Is this an attachment style or a disorder? What’s this called?

What is it called when someone does this? Like, once someone gets (or tries to) get close to them, they treat the person like they are dispensable? For example: might have time to talk but will ignore their calls for no reason. Will seem interested (at best) and aloof (at worst) but overall positive towards someone/nice to them but will turn cold. Says they like the person and appreciates them, but treats them as if they don’t like them. Runs hot and cold- like one day they want you in their life and the next they couldn’t care less like you’re a stranger and back and forth. They do this with friends, family, and significant others after a certain level of “closeness” develops.

What is this called (besides asshole)? is this some kind of personality disorder or attachment type?
