Where can I (22m) meet new people?

I (22m) am an IT student, so naturally I don't have many girls in my college. I was interested in one, but despite her being my type and going out a few times (not dates tho) chemistry between us was kinda on and off and I don't think she's interested, especially given that almost always I was the one initiating the conversation.

I don't party much, and if I am it's mostly with guys, I'm kinda poor so most paid activities like dancing lessons aren't really available. Girls I have good contact with (from previous schools) are mostly in relationships, everyone advices me not to use dating apps. I don't really see many options here, or maybe I'm just blind.

I’ve always been extremely private and introverted. My (23M) girlfriend (25F) relationship is confusing to me. I might be the problem, or maybe we are just incompatible.

I met my girlfriend after a few serious breakups that led me to change both intentionally and unintentionally over a few years. For better and for worse.
