How do I [20M] explain to my brother [12M] that it's not okay to be naked and touch himself in front of other people without consent?

Throwaway because duh.

He's always hated putting on clothes (would rip off his clothes whenever mom wasn't looking since he learned how) and in recent years whenever he's at home from school, three times out of five he strips naked and watches tv/plays on his phone sprawled on the couch in the living room regardless of if someone's there or not. Sometimes he touches his penis during this as well, which he does even on the occasion when he has his pants on.

I don't have a problem with casual nudity, but it still makes me uncomfortable from family members because it's a level of intimacy i'm not comfortable with when it comes to them. I try not to look at his crotch but he always sits in a way that makes it clearly visible, or I register movement and automatically look only to see him touching his penis. He is starting puberty and it's getting real fucking awkward. Everyone except for me dismisses it as just him being a child, but I feel like it's getting to the point of being uncomfortable to everyone.

He never does this around any house guests so he must realize that it's not something that's acceptable to do, but just ignores that when it comes to family.

I always try to tell him that it's unacceptable to show people your genitals when they don't consent to it, but whenever he gets confronted, he reacts in one of three ways: 1. Starts showing off his ass and penis and yelling "am i making you uncomfortable? look at my dick" in what he thinks is a seductive voice 2. Says "my stomach hurts and having pants on presses on it and makes it hurt more" in an angry voice 3. Says he'll just leave the room then/go put clothes on, but returns 5 minutes later, still naked.

What do I do? Am I irrational for being uncomfortable with him being naked all the time since he's only 12? If no, how do I make him listen to me and respect that him being naked and touching himself in front of me makes me uncomfortable? Do I just let it be and assume he will grow out of it? Do I try to embrace his nudist and exhibitionist tendencies and just tactly ignore him when he's naked? Can you sue a 12 year old for sexual harrassment? I'm at my wits end. please help
