When to send nudes?

My (F20sHL) boyfriend (20sLL) has issues initiating sexual stuff, he says it is bc he is shy and unexperienced. So I asked him if he even wanted nudes from me (i was feeling very insecure, thought he didn't want me bc im ugly) he replied that he probably wont ask for them bc sex is rarely on his mind, but i could send them whenever. See, the problem is i have sent random pics and its pretty 50/50 on if it will lead to sexting or if he will just send a heart emoji and basically ignore my lame attempts at seduction. Ok, so maybe direct random nudes isnt working. What should I do? How do I initiate sexing?? Whenever I try i feel like im either not obvious enough (goes over his head) or im too direct and it makes him awkward.

TLDR: how do you initiate sexting and send pics to a low libido person without feeling like a needy pervert?

My (23M) girlfriend (25F) relationship is confusing to me. I might be the problem, or maybe we are just incompatible.

I met my girlfriend after a few serious breakups that led me to change both intentionally and unintentionally over a few years. For better and for worse.
