Talking Stage

Okay so I have been talking to this girl for about four months now. We both know that we like each other, but she cannot date for essentially a whole year. The talking stage is so confusing and irritating! She never initiates conversations anymore, she answers so dry and I'm so confused because I had a video chat with her to get exactly what was going on. So we talked and I hit her with a few questions. She told me she still liked me and the dry texts were just because it's a "mood". And she never texts first because she doesn't like to start conversations. But she seems so disconnected whenever we have most of our conversations BUT she flirts back most of the time with me when I initiate it. To me a relationship has always been a two way street and she treats it as if I have to do all the work: carry conversations, initiate, whatever. To put it into perspective, I'm 18 and she is 15. (I KNOW BIG AGE DIFFERENCE, PEOPLE WHO HAVE A PROBLEM WITH IT... PLEASE LEAVE). So where I'm getting at is this: Do I need to have another talk with her about this problem?
