Why do men do this?

Let me start by saying, I (26F) have very little experience when it comes to dating, so I am honestly just confused.

I recently met someone (27M) on Bumble. We texted for a couple days, and then set up a first date. We hung out for a few hours, It started off a bit awkward but was fine by the end of the date. He even kissed me when we got to my car and f/u with a "i had a good time, lets hang out again" text. The day after he texts me to set up a second date. We set up the 2nd date 1 week after the first date. The day before the 2nd date I text to confirm that we were meeting up and he responds that he will make it. THE DAY OF THE 2nd DATE, he cancels saying that he is too hung over. I am assuming he has lost interest. So my question is, why doesn't he just say he isn't interested instead of making up an excuse?
