What's The Standard Protocol For Getting STI/STD Results?

So I'm entering the casual sex scene for the first time. I've never had an STI test done so idk what the standard protocol for getting your results back are & idk how to make sure your partners are 100% clean. I'm still a virgin and have only given head twice (both people were clean & showed me their results without me even having to ask). I'm about to start an fwb relationship with someone new and have already disclosed that since I want to save my virginity for my future long-term bf, I will only be ok with foreplay & oral. He agreed to this. Now...bj's aren't very fun with a condom on and i'm a ball-sucker type girl and condoms can't go over testicles anyways so oral without a condom 100%. I asked if he was clean & if I could see his results (first time doing this). This person's telling me that he doesn't have his results with him b/c since STI results are confidential, you have to see the doctor & they will disclose the information to you in person. But I've definitely heard of people getting their results texted to them OR they have a hard copy to show to their partners somehow. So is what he's saying valid? or is he just being shady & i should not give him oral LOL is it normal to only have sex w/ someone after you see the hard evidence of their results??
