Interest or creepy signal?

I take the train everyday and sometimes i'm zoning out while avoiding to look at people because it's easy to creep girls out in the train. But sometimes girls glance at me more then once probably because they think i'm looking at them when they are in my peripheral vision or when my body is facing them. I never really look back because i don't want to be creepy.

I'm a bit anxious about awkward eye contact, would it be creepy to look at them when they do that? Could it be that they find me weird for zoning out and avoiding looking at them or should i assume interest?
