why do guys purposefully make eye contact with you?

i had an experience today where a guy would be walking by me (from a distance), but he would be walking very slowly. i was looking right by him, but not exactly at him, and then i decided to shift my eye contact to meet his eyes, and i saw him already looking at me. he was looking at me very nicely too, he didn’t have a neutral/blank face, but also didn’t have a very smiley face. it was just in between the spectrum.

i ended up looking away cause i didn’t know what to say/do, but i could feel him still looking. he never looked away when i caught him too. it was as if he wanted to be caught lol. we already know each other, and i also have been catching him looking at me a lot in the past. what does this sort of eye contact mean from a guy?
