How do I set boundaries when things are moving way too fast with the person I’m dating?

I [20F] have been on 2 dates with someone [22M], I’ve told him a few times that I don’t want to rush into things and that I’d just like to talk, go on a few dates and see how things play out between us. On both of our dates he’s tried to kiss me when I’ve told him that I’d rather not as we haven’t been dating long. Tonight I was on video call with him and he referred to me as his girlfriend and was talking about buying me an expensive gift.

Overall I think that he’s really rushing into things for someone I’ve known for 3 weeks, he messages constantly and calls when I say I’m busy. How do I tell him this? I’m not sure how to go about setting clear boundaries and honestly this is quite a turn off for me. Would it be bad to tell him in a text that I want to take a step back from dating him? I really like him as a person but he’s making me very uncomfortable, should I tell him that I just want to be friends for a while first?

I’ve always been extremely private and introverted. My (23M) girlfriend (25F) relationship is confusing to me. I might be the problem, or maybe we are just incompatible.

I met my girlfriend after a few serious breakups that led me to change both intentionally and unintentionally over a few years. For better and for worse. She had just gotten out of an engagement with a verbally and physically abusive man who had a cocaine problem. We have been together about 8 months now.
