I think she should see a doctor and tell him/her what she's uncomfortable with so the doctor can give her options. By going she won't be obliged to do anything she doesn't want to. Just know what her options are.

As far as I know there are other ways to do the papa smear, the "traditional" way is for those who already had sex but there's another one for those women who didn't yet, from certain age on.
