Single girls in their early 20s, how do you let it be known your looking for a partner/relationship?

I think the whole feminist movement and me too movement has made young woman much more independent as well as fearful of men, it has done a lot of good however it seems as though woman now are hiding away or acting very standoffish, approaching or meeting woman is as hard as ever now, girls either don't want a relationship as they want to be independent or there too scared of being played with. Where are all the single woman? Where and how would you guys ideally like to be approached? What's your ways of letting a guy know your open to dating?
