Tips for beginners - how to start dating?

I am male, 23 years old. I do not have any dating or romantic experience and at this point, it starts to bother me. I am an introvert, but definitely not asocial. I have some very good friends and I spent a lot of time outside of the house. During high school and college, I had some female friends too.

I never directly asked a girl out. Anytime I considered doing something like that was with some of the girls I was already friends with and they figured it out in a friendly manner, so nothing further ever happened. And probably no girl has ever liked me enough to make the first step.

It is very difficult for me to approach full strangers. Besides, in a regular bars where people go out with their friends, it rarely happens. It is much more common in nightclubs, and in those places, people usually drink a lot of alcohol, which for them probably makes it easier to relax and communicate. I am not much of a drinker, and alcohol does not have any good effects on me, so I assume places like that are not for me.

One other problem is that dating apps are not really popular where I live. Not many people use them, an of those who do, there is much more guys than girls. I am living in a part of Europe which is a bit more conservative, so I even heard some of girls talking "it would be embarrassing for them to use them, and it is only for those who cannot find anyone in real life".

So the problem for me is how to even get a single date, or anything that can somehow start my romantic part of life. Any advices are welcome.
