Gay dating

Hi, everyone. Just putting this out there and I would appreciate any feedback or advice! I'm 25 and have been seeing another guy who's 20 for approximately a month. We met on tinder where he said that he's not sure he wants a relationship, but is open to meeting people. I said i'm ideally looking for dates, but could be open to friendship. We went to the movies a couple times, and have held hands (which was initiated by both of us at different times) each time since then it's been a little more intimate. Most recently he slept over and we shared the bed. We cuddled but didn't engage in any sexual activity or kissing. However that was over a week ago now. Since then I've asked to hang out a couple of times, and he has said he's been busy each time with school work etc. Which I can understand, but is starting to feel like soft rejection or something. We're going to a concert tomorrow (tickets bought weeks ago) and I asked if he would like to get dinner beforehand, which he said he will likely be too busy with school work to have dinner before. Tomorrow I would like to be clear with him about where I am emotionally, and that I would like to be more than friends. Because I can't keep holding hands and have it not mean anything. Side note, he has no social media and uses a flip phone so texting conversations aren't really a thing. It's different, but it makes me more interested in him. I do like him. Anyway, if anyone read this thank you for doing so lol.
