How to know when you're out of the talking stage? How to bring up seeing other people if you ARE still in the talking stage?

I (F19) have been talking to a guy (21M) for about a month. We are currently long distance but we text all day and call for about 2 hours everyday... We flirt most days and vocalize missing each other during the day. A week ago we both mentioned that we really like each other and that we will be exclusively talking to each other only and upholding "loyalty". However, we never mentioned "dating" or "boyfriend/girlfriend".

At this point I am thinking about just telling him that I will not be exclusively only talking to him and I will only be loyal to someone when I am officially dating them. Would this be a good way to get clarification on whether or not we are still in the talking stage or not? Or should I just be straight up and ask "are we dating?" I just don't want to be too forward.
