Is this a lost cause?

I (30F) met someone (32M) and it was great. We were texting pretty regularly, and then met up. After we met, he texted me. It all seemed to be moving along nicely. Then, the texts started to slow down. I told him I want to see him again, and he told me he was busy. His career is in fact busy, so I don’t doubt it. Later on, I laid it all out on the line, asking if he isn’t into it. He said he was, but he’s truly busy. He then proceeds to tell me all the reasons he is busy. I said text me when you aren’t busy, and he said he would. I haven’t said anything else after, and neither has he. Should I count on hearing from him when he isn’t busy? Or count this as a loss? What would you do in my shoes?
