How true is "the best/most memorable things happen when you least expect it" in the context of meeting people and dating?

To me, it seems both sides have a point. On the one hand meeting, people and forming relationships don't just happen without you making an effort. But on the other hand, if you want a girl/boyfriend you're primary focus should be on you and your goals and not trying to get a girl/boyfriend. Is one side more true than the other?
