What’s up with this guy?

I’ve been friends with this guy for 2 years. Just recently we’ve started flirting, talking sexual etc. this has been going on for a couple of months, but nothing ever happens. Last week I asked him if we were ever going to “do anything for real, or just talk sexually” and he said he would come over the next day. The next day comes and he made an excuse that he was sick so he could not come. I am literally so confused. Why does he flirt, call me hot, tell me he likes my body, that he wants me and to kiss me and then doesn’t actually make a move in person? I haven’t talked to him about it, because I don’t want things to be weird between us, but I am so lost on what the issue is and why he keeps teasing me.

I’ve always been extremely private and introverted. My (23M) girlfriend (25F) relationship is confusing to me. I might be the problem, or maybe we are just incompatible.

I met my girlfriend after a few serious breakups that led me to change both intentionally and unintentionally over a few years. For better and for worse. She had just gotten out of an engagement with a verbally and physically abusive man who had a cocaine problem. We have been together about 8 months now.
