“You could’ve come. I would’ve come” am I being sucked for attention?

Been talking to this girl off and on for a bit now and recently she’s been getting real flirty. Only issue is, she’s impossible to hang out with. She’ll make plans, go out with people, and then hours into plans say “you should’ve come!”. This all after the fact that I have gotten NO invites. Sends me pics of her at her apartment and says “guess I’m the third wheel tonight” when her roommate and boyfriend are around.

She’s super attractive so I know she’s got a line of guys talking to her I’m sure, so I don’t see why she specifically would need my attention. We’re Snapchat top friends for each other and she answers everything I send super specific and always seems interested.

So my question, why act so interested but be so difficult to make plans with?? This has gotta be just pure attention seeking right.
