Do I continue to pursue or back off?

Me (25M) met this girl (22F) out at a bar a couple months ago. We hit it off great and she ended up kissing me and we exchanged numbers. This girl that I didn’t know at the time actually happens to be my ex girlfriend’s neighbor but it didn’t seem to have any effect on her. It was an overall good night. Over the next few weeks I texted her a few times and the conversation is great until she went to bed but she never texted me first. Instead we Snapchat everyday since then until now. I’ve asked her to hangout a couple times and she says she wants to and seems excited. Shell say when she is free but plans never really pan out. Once, she hit me up while she was out and asked if I was out but I wasn’t. Normally I would never try a second or third time but her snapchats are very flirty and she seems interested. Just today I asked her again what her schedule is like and let’s make plans for next week and she says “I don’t know let’s talk about it next week or something”. Is this the final straw and I stop answering her snapchats or do I continue and maybe she really doesn’t know and she maybe rather meet out in a social setting instead of planning something? Could use some advice.
